Organization and staff complement

The Scenic Area’s organizational system has a director, deputy director, secretary, planning section, construction section, management section, recreation section, a secretariat, accounting office, personnel office, Yehliu management station, Guanyinshan management station, Sanzhi Visitor Center, Baisha Bay Visitor Center and Jinshan Visitor Center. The administration has 40 employees including three technicians and six maintenance workers.

The organization of North Coast and Guanyinshan National Scenic Area includes 1 Director, 1 Deputy Director, 1 Secretary, 1 Senior Engineer, Planning Section, Construction Section, Management Section, Recreation Section, Secretarist, Personnel Office, Accounting Office, Yehliu service stations, Guanyinshan service stations, Sanzhi service stations.



Responsibilities of our organization
(1) Responsibilities of the Administration:
  • Surveying, planning, developing and conserving tourism resources and preservation of special ecological, geological, landscape and sea area resources
  • Implementation of scenic area plans, building and maintenance of public amenities
  • Management of tourism, accommodation, amusement and public facilities, and mountain and sea area recreation activities, and encouraging private investment in and operation of such facilities
  • Assisting with various construction items and with building permit applications
  • Environmental hygiene preservation and pollution prevention
  • Travel order and safety preservation and management
  • Travel services and interpretation
  • Promotion of tourism and recreation activities
  • External transport contacting and coordinating
  • Other matters relating to the management of the scenic area
(2)Responsibilities of sections, offices and service stations::
 
Responsibilities of the Construction Section:
  • Construction project planning
  • Construction project surveying, measuring and design.
  • Construction project contract issuing, work and supervision
  • Beautification, maintenance and greening of recreational spots and public facilities.
  • Engineering to prevent natural disasters
Responsibilities of the Management Section:
  • Recreation area operation and management
  • Promotion and supervision of recreation businesses
  • Conservation of tourism resources, special ecological, geological, landscape and sea area resources
  • Tourism, recreation, accommodation and public facility management and guidance
  • Scenic area management work and contacting, coordinating with management stations
  • Maintaining and improving environmental cleanliness, appearance order
  • Dealing with breaches of laws and regulations
  • Other management-related matters
Responsibilities of the Planning Section:
  • Tourism resources surveying and planning
  • Promotion and examination of private investment in and operation of tourist entertainment and accommodation facilities
  • Tourism and recreation information research and statistical work
  • Land use case handling
  • Acquisition of land
  • Collecting, researching, sorting and compiling various laws and regulations.
  • Formulation of scenic area restrictions
  • Building planning restrictions and building application handling
Responsibilities of the Recreation Section:
  • Planning, publicizing and implementing tourism and recreation activities
  • Supporting tourism and recreation activities
  • Planning, design and making of recreation interpretation facilities
  • Publishing of tourism and recreation, interpretation and promotional materials
  • Training and management of volunteer interpreters
Responsibilities of the service stations:
  • Travel services and interpretation
  • Maintenance and management of travel order and safety
  • Environmental cleanliness maintenance and pollution prevention
  • Management and repair of public facilities
  • Conservation of tourism resources, special ecological, geological, landscape and sea area resources.
  • Emergency rescue-related maters
Responsibilities of the Secretariat:
 
  • Recreation spot operating revenue and expenditure
  • Administrative reform R&D and public service work promotion, control and examination
  • Receipt and sending of documents, checking, chop and file management, official document time control, document checking and follow up, file and book management
  • Land and property registration, storage and management
  • Property purchase and building repair management
  • Management of technicians, drivers and maintenance workers
  • Vehicle and equipment management and maintenance
  • Safeguard cash, bills and securities
  • Payment of staff salaries
  • Setting aside of government employee, labor and national health insurance, civil serve pension, contract staff severance payment fund, welfare mutual help fund calculation and payment
  • Public relations and press releases
  • Collecting, editing and reporting the administration’s major events
  • Other responsibilities that do not belong to the sections or offices
Responsibilities of the Personnel Office:
  • Staffing, job classification and personnel planning.
  • Employee hiring and firing, transfer and salary.
  • Employee attendance management
  • Employee training, further study, overseas visit and observation.
  • Employee performance attendance, reward and punishment and guarantees.
  • Employee retirement, compensation, laying off and resignation.
  • Personnel Office staff emplayment, transfer, performance evaluation, reward and punishment and pension.
  • Delegation of responsibility form formulation.
  • Other personnel management-related matters.
Responsibilities of the Accounting Office:
  • Collecting and compiling annual revenue, annual expenditure estimate, budget and related data.
  • Budget allocation and implementation
  • Writing of accounting report
  • Fund checking, receipt and payment documents storage
  • Cash, bill  and financial checking
  • Supervision of procurement cases
  • Accounting staff hiring and firing, transfer, performance evaluation, reward and punishment and pension
