Public Service White Book

The North Coast and Guanyinshan National Scenic Area was formed by the merger of North Coast of provincial level, Yehliu and Guanyinshan Scenic Area in coordination with the downsizing of Taiwan Provincial Government. Its establishment was approved by the Executive Yuan on April 17, 2002 and it was formally established on July 22, 2010, having the responsibility for planning the development of cultural and educational tourism in the scenic area. The scenic area ranges over Wanli, Jinshan, Shimen, Sanzhi, Wugu and Bali Districts in New Taipei City, covering an area of 12,351 hectares, of which 7,940 is land area and 4,411 hectares is sea area.

North Coast& Guanyinshan National Scenic Area covers part of the north coast and Guanyinshan (Guanyin mountain) area. Its tourism resources are rich, with a large number of scenic spots, historic sites and recreation facilities, including Baisha Bay, Linshanbi, and Jinshan and Yehliu Geological Park.

I、Organization and staff complement
In accordance with the “Rules for National Scenic Area Organization,”the scenic area’s organizational system has a director, deputy director, secretary, planning, construction, management and recreational sections, a secretariat, accounting and personnel offices, Yeliu and Guanyinshan management stations, Sanzhi, Baisha Bay, and Jinshan visitor centers. The Administration has 31 employees, plus three technicians and six maintenance workers, for a total of 40 employees.

II、Responsibilities of the Management Section

  1. Surveying, planning, developing and conserving tourism resources and preservation of special ecological, geological, landscape and sea area resources.
  2. Implementation of scenic area plans, building and maintenance of public amenities.
  3. Management of tourism, accommodation, amusement and public facilities, and mountain and sea area recreation activities, and encouraging private investment in and operation of such facilities.
  4. Assisting with various construction items and with building permit applications.
  5. Environmental hygiene preservation and pollution prevention.
  6. Travel order and safety preservation and management.
  7. Travel services and interpretation.
  8. Promotion of tourism and recreation activities.
  9. External transport contacting and coordinating.
  10. Other matters relating to the management of the scenic area.

 

I、North Coast Scenic Area

  1. Qianshui Bay:Soon after entering Sanjhih while driving on Dan- Jin Road, Qianshui Bay is just moments away. This location has become an important attraction for cooling down during summer time.
  2. Linshanbi :The heavily-veined andesite rock has been eroded over many years by the sea and by the sand-carrying monsoon, leaving a flat weathered surface that has been eroded by winds in different directions, creating stone with sharp edges that is called “wind-faceted stone.”
  3. Baisha Bay:Baisha Bay is a natural crescent bay with a white sandy beach about one kilometer long. The scenic trail beside the beach is a good place from which to enjoy panoramic ocean views. The bay is a place suitable for families, offering the chance to paddle in the sea and build sand castles.
  4. Fugui Cape Park:Fugui Cape, originally called “Dabin” or “Dabian” was called “hoek” (cape) by the Dutch in 1762. This was later transliterated and became “Fuji Cape,” then later “Fugui Cape.”
  5. Zhongjiaoshazhu Bay:Located at the 39 kilometer point of Provincial Highway 2, this is the north coast’s special surfing area and attracts quite a few accomplished surfers and wannabes in summer. As well as surfing, it also offers views of one of the eight sights of Jinshan: Twin Candlestick Islets. Here, the views into the far distance to where the blue sky meets the ocean will ease any troubles you may have.
  6. Twin Candlestick Islets:The Twin Candlestick Islets have a sad “husband and wife” legend associated with them. They used to be joined to Jinshan Cape but after tectonic plate movement and sea erosion they were separated from the cape. The two islands were originally joined by a sea arch. It collapsed, leaving the two islets separated, looking like candlesticks, which is why they were so named.
  7. Yehliu GeoPark :Yehliu is renowned for the large number of strange rocks, magnificent works of nature crated by weathering over many, many years, of a kind rarely seen elsewhere. The internationally renowned park is a must-see place when you visit Wanli. The best known strange rocks are Mushroom Rock, Tofu Rock, Elephant’s Trunk rock, Fairy’s Shoe Rock and Queen’s Head Rock.
  8. Feicui Bay:Feicui Bay is a popular summer seaside playground, the large number of people playing in the water, sunbathing or playing beach sports creating a lively scene. In winter the bay is totally different; all is quiet and you can enjoy a relaxing walk accompanied by no more than the sound of waves and your own thoughts

 

II、Guanyinshan Scenic Area

  1. Guanyinshan Visitor Center:To remember the rock-quarrying days of Guanyinshan, a stone sculpture park has been opened next to the visitor center. Renowned sculptor Wang Xiu-ji was commissioned to create a large work for the park: “The Descendants of the Dragon”. It was made by carving pieces of cut Guanyin stone (volcanic andesite) and then joining them together. It is 10 meters tall and has a diameter of 1.5 meters, each level having a different theme, including Taiwan scenery, scenic spots and folk crafts and has become the landmark of Guanyinshan .
  2. Lingyun Zen Temple:The temple is surrounded by mountain peaks and the scenry is lovely.The shelter provided by the dense leaves of the old trees at the sides of the temple makes it a good place to escape the heat. When the skies are clear you can watch birds of prey soar through the air
  3. Yinghanling:This, at 616 meters, is the highest peak of Guanyinshan. On top is an arch on which is carved “Choose the hardest way, and bear the heaviest. Come to become tough guys, and leave as tough guys.”

    • Fengguidouhu Trail

 

The objective is to organize year-round activities to promote tourism in the North Coast and Guanyingshan National Scenic Area, so as to establish it as the “Crown Coast” of Taiwan while making it an internationally renowned scenic area.The goals are to:

  1. Establish it as the “Crown Coast” of Taiwan
    Improve the views along Provincial Highway No. 2, connect the scenic spots along this highway, and make the North Coast and Guanyingsha region a coastal recreation zone that shines like a crown adorned with the beautiful scenic gems.
  2. Make it a year-round scenic area
    In conjunction with landscape-improving work, various themed leisure activities will be held according to the four seasons of a year, such as sight-seeing in spring, water activities in summer, kite-flying in autumn and hot spring baths in winter, to make the North Coast and Guanyingshan a great vacation spot all year round.
  3. Bring it to the world’s stage
    The North Coast and Guanyingshan enjoys superior tourism resources like the world-class Yehliu Geopark, beautiful Jinshan coastal hot springs and internationally renowned Fuji seafood. It is hoped that, with the “Crown Coast” project and year-round tourist activities, the North Coast and Guanyingshan National Scenic Area will become a shining star on the stage of global tourism.

 

We do our best to cater to visitors’ needs. With new recreational facilities and tailored services, we hope to make visitors feel like home when they spend time at the North Coast and Guanyingshan National Scenic Area.

 

I、Scenic-spot renovation

  1. Upgrade Yehliu Geopark to an international park of geographic landscape.
  2. Make Feicui Bay (Green Bay) a great place for oceanic, land and aerial leisure activities, including paragliding.
  3. Renovate the Jinbaoli Old Street.
  4. Advertise the hotels and B&Bs of the Jinshan hot spring area.
  5. Improve views along Provincial Highway No.2, making it a beautiful coastal scenic route.
  6. Make Baisha Bay and Linshanbi a coastal recreation area.
  7. Renovate the Fuji Fishing Harbor and make it an attractive leisure harbor to international visitors.
  8. Improve the Guanyinshan Recreation Trails as a whole.
  9. Encourage reports of illegal burials, so as to improve the views of the surrounding area.
  10. Launch a tourist cable car BOT investment project.

 

II、Environment improvement
Demolish illegal buildings and advertisements.

III、Tourist services

  1. Establish an international tourist service network.
  2. Establish a “Blue Waterway” between Damsui and Fuji Fishing Harbor.
  3. Improve restaurant services in the region and make it a lucrative investment environment for businesses in the tourism sector.

 

IV、Actively promote ecological conservation in Yehliu.

    Guided tours and video screenings are available upon application.

    All members of the public, institutions and groups may hold activities at the North Coast and Guanyinshan National Scenic Area upon application.
  3. Research assistance

For the tourism-related constructions in the North Coast and Guanyinshan National Scenic Area, four principles will serve as guidelines:"Quantity Reducing," "Environment First," "International Standard," and "Convenience for Visitors." To follow the trend of globalization, the quality of sightseeing will be improved, and the promotion of tourism will be enhanced internationally, in order to attract potential visitors. We aim to significantly increase the number of visitors to Taiwan, so as to enhance the competitiveness of the related industries, to help with the transformation of traditional industries, to encourage local partlcipation in the tourism industry, to provide more job opportunities, and to invigorate enconomic development.
