To attract more international travelers to Taiwan and expand the tourism market, the Northguan Scenic Area Headquarters, Northeast and Yilan Coast National Scenic Area Headquarters, and Matsu National Scenic Area Headquarters have actively promoted northern Taiwan regional tourism. In response to regional tourism demands and sustainable development trends, the three headquarters jointly held the “2025 Northern Taiwan Tourism Circle Strategy Meeting” today (July 28). The meeting centered around the three key themes of “activating local potential,” “linking international perspectives,” and “co-creating collaborative spaces.” Invited participants included alliance leaders and key advisors from the Crown Coast (e.g., Huang Wei-chieh), Greater Northeast Tourism Circle (e.g., Wang Wen-hsin and Chang Ching-lai), and Matsu Tourism Circle (e.g., Yang Yao-chih), as well as local vendors from the three tourism circles and Taoyuan’s Pearl Coast. The event was also attended and guided by Section Chief Chang from the Tourism Administration (of the Ministry of Transportation and Communications). Through strategic dialogues, experience sharing, and consensus building, the participants jointly envisioned a development blueprint for northern Taiwan tourism.
The directors of each headquarters shared with the meeting guests current implementation situations and future prospects for cross-regional integration, seeking common grounds amid diversity and identifying new opportunities for collaboration. Representatives from the three major tourism circles then presented their future development strategies, outlining current positioning and challenges, sparking discussions on regional cooperation, and laying the foundation for alliance formation and directions moving forward.
The meeting also featured Professor Wayne Liu from the National Kaohsiung University of Hospitality and Tourism, who shared insights from his own experience with the theme: “From Local to Regional: Building a Resilient and Competitive Cross-Circle Tourism Collaboration Model.” From the perspective of institutional design and regional governance, he emphasized the need to transcend administrative boundaries in tourism governance, ensuring that all visitors to the northern Taiwan tourism circle enjoy equal and tangible tourism services. Additionally, Hsiao Kuan-chun , deputy general manager of ezTravel, delivered a speech titled “Digital Marketing × Regional Branding Power,” analyzing new tourism marketing trends and offering actionable recommendations for northern Taiwan tourism circle business partners to reach domestic and international markets. His practical insights provided valuable takeaways for all meeting participants.
This strategy meeting marks a critical step toward formalizing the Northern Taiwan Regional Tourism Alliance in 2025. By consolidating the foundation for cross-circle integration and identifying potential resources, the meeting sets the stage for alliance establishment and sustainable alliance operations. Going forward, the northern Taiwan tourism circle will integrate the coastal assets of the Crown Coast, the international gateway resources of Taoyuan, the mountain and sea features of the Greater Northeast region, and the cultural landscapes of the Matsu Islands. With “regional collaboration” as the core value, relevant efforts will continue to be made in areas such as in-depth travel, low-carbon transportation, and smart marketing, transforming the northern Taiwan tourism circle into a resilient and competitive platform for tourism collaboration.
